Resource Development and Northern Prosperity

Sustainable development projects create employment and business opportunities in Yukon, the Northwest Territories and Nunavut that contribute to economic prosperity in the North and across Canada as a whole.

Each territory has regulatory systems designed to achieve the dual goal of economic development and environmental protection, as well as legal requirements related to both settled and asserted Aboriginal land claims. The Northern Projects Management Office (NPMO) will bring a co-ordinated project management approach that will support a more predictable and stable investment climate.

The Northern Projects Management Office (NPMO)

The Government of Canada established NPMO in September 2009 as a core program within the Canadian Northern Economic Development Agency (CanNor) to co-ordinate federal regulatory work in Yukon, the Northwest Territories and Nunavut.

The Northern Projects Management Office will fortify the foundation for a prosperous economic future in the North. The Office will provide information and guidance to project proponents, co-ordinate the work of the federal government during the regulatory process, and maintain the official record for Crown consultations on projects in its portfolio.

Operating as a single, distributed project management team, NPMO will have staff in each of the territories, and an executive office in Yellowknife, Northwest Territories that report to CanNor Headquarters in Iqaluit.

How NPMO Supports Northern Economic Development

The Office's work will improve the timeliness, predictability and transparency of regulatory processes for major resource projects in the territories by:

  • Providing a centralized federal source of expert advice and guidance

  • Working in partnership with Northern regulatory boards, industry, and Aboriginal groups on major projects in the North, bringing a customer service approach and acting as an impartial convener

  • Co-ordinating the Northern regulatory work of all federal departments to ensure an integrated whole-of-government approach

  • Actively pursuing a project management approach using a range of tools to provide certainty and consistency for industry

  • Monitoring projects against agreed-upon timelines and service standards, and making information on project status available to industry and the public

  • Identifying ways to continually improve the regulatory system and provide quality assurance

Our Services

The Northern Projects Management Office provides single window service to organizations seeking to do business in the North. Specific services will include:

  • Project agreements including roles and responsibilities, federal performance measures and assessment timelines
  • Toolkits including contacts, NPMO process overview and other resource materials
  • Project-specific process diagrams
  • Online project tracking
  • Project co-ordinators/teams
  • Maintaining the Crown consultation record
